int IsUsableEnabledFor(IFunctionHandler * pH, int userId, int item_type);

Parameters	Description
int item_type	internal alchemy item type
user	id of user

Syntax: Alchemy.IsUsableEnabledFor(EntityId user, item_type)

returns true if item can be currently used
